Alderm a n K e lly defended tlie report, m aintaining the plan to be in every w a y feasible, aud inserted that the reason ot its opposition w as lo a f it would uot cause the city sufficient expenditure of inputy to please certain members o f the Council, He failed to perceive auy appearance o f a sw indle about the matter. Aiderm a n P ierce hoped the report would not he referred. T h e pestilential Tames of the cauqi aro sw e e p ing aw a y citizens, and the people begin to feel h^ rt and sore because no decisive step s are taken. Tbe people, he said, are w a i t i n g to hear w hat i- dona to-day, an d if nothing is done they w ill act in som e w a y fo r them sclve*. If the Council do not intend to do anv thing, they should let the p e o p le k n o w it. T h e motion to refer w a s lo*t— a y e s f l: noes 15.
