Monday, August 7, 1882. ----------- -~ A coNFERENCE of the Democratic Senators from New York city, was in session at Saratoga, Saturday, for the purpose of effecting some sort of an arrangement for the unification of the party. All the city Senators were present except Boyd, who wrote a letter in which he said: It seems plain that our duty is to counsel the Democratic party to put aside the policy of blundering which has distinguished it in the past, to ascertain what gnarante.es are re- quired by the anti·monopolists t.o give our support to the men whom they indicate as satisfactory to them, and with their aid drive from J:fower the plunderers who are becoming rich from the labor of theproducing classes. By this means I am satis- fied success can be assured.\ The committee did not make much pro· gress toward their purpose, and they crease has been something like twenty per cent. }1ire Marshal Cat~ ~oil said this morrung that all deal- ers having their old stock of oil ~n hand which would not stand thts new test were laying themselves liable bv disposing oi it fbr illuminating purposes after August 7th. COAL~ COAL adjourned to meet again this even- J ing. I A WASHINGTON dispatch says: It is generally expected tllat Congress will adjourn this evenjng and that the Tax Reduction bill will not pass. There will not be a quorum in the House and the Democrats will not permit the bill to pass the Senate without amendment. A large number of import!Lnt bills go over including bills establishing the Postal Savings Depository; for the exchange of trade dollars for stand- ard dollars; to suspend the issue of silver certificates, and to limit the coinage of silver; for the issue of gold certificates; for :an alcoholic liquor traffic com mission; admitting Dakota and Washington territories as States; for an inter-slate com- merce commission; a.nd also 33 public building bills. A viol~tion of this act is a misde- meanor, and the offending party is liable to a penalty of not exceeding $300 fine or imprisonment not ex· ceeding six months. at the discretiot1 of the court. Among other things the third section provides that 1t sball be the duty of the State Board of Health of New York to recom· mend and direct the nature of the test and instruments by which the illuminating oils shall be made. Among other things it makes provision for the appointment of about 350 addition- al clerks in the War Department, for work on pension cases.
