Rosaliky In the Court of General Sessions yesterday handed down an opinion declaring unconstitu- tional the city ordinance passed by the Board of Aldermen last spring with the aim of regulating the. speculators' tratllc In theatre tickets. While the decision waa hailed with pleaauro by many of the speculators on Broadway, It dealt a se- vere blow to the managers, who, under the lead of William A. Brady, havo been waging a campaign In cooperation with District Attorney Swann against exces- sive charges by speculators. It waa delivered on appeal In the cases of Leo Newman and Louis Cohen, who were arrested on a charge of violating the ordinance by not having the licenses provided for ticket agencies in It. It fixed the prices on commodities.
