President's Mossago. 4 TRADING VOLUME SMALL I Some Specialties Advanco Sharply In Brief Bally Af- ter Messago Is Bead. The President had nothing at all to say to Congress at this tlmo, however, and i despite tho fact that ho made It clear that tho railroad question wourfi do dealt with later on In a special measage tho sum and substance of the thing was undoubtedly disappointing as compared with what had boen looked forward to. Tc offset the disappointment in con- nection with the railroads tho financial community found some encouragement In tho President's recommendations con- cerning the war profits taxes and the Income taxes, but It was hardly suffi- cient to provide Incentive for fresh buy- ing power. As It turned out, however, the stock market did very well under the clrcum-stanco- s. It held Its ground all day de- spite attempts by the trading fraternity to put prices down and actually gained some ground at the closing, but it was nothing Uko what would have happened to the heavy short Interest in the mar- ket In case tho President had said some- thing favorablo about tho railroads. The fact that tho railroad stocks held up so well waa very gratifying to tho rank and file of the financial community, however, first for the reason that the delay In the President's decision means a further delay In tho solution of the Railroad problem, and, secondly, because Wall Street Is becoming more anxious as to tho future of the country's trans- portation system on account of the an- nounced Intontlon of the Administration to turn them back on January 1. The rest of the message was of Very little intorost to tho Wall Street community. It contained somo new recommendations concerning labor, but for tho most part was nothing more than a repetition of what had been recommended to the special session of Congress earlier In the year. It wna a very quiet Besslon of tho stock Exchanee in so far as the volume \of transactions was concerned. The best part of the forenoon was given over to an exchange of stocks between floor traders, with the financial community In genoral holding off until after the Presi- dent's message had been received, which was not until after midday. When tha messago finally cama there was a brief rally In tho Industrial list, which carried some of tho specialties, such as New York Air Brake, Texas Company, Endl-co- tt -- Johnson and others, up qulto sharp- ly, but tho. rest of the list did nothing more than hold Its own. which under the circumstances was probably about as much as could be expected. The continu- ation of the' same dividends on tho so called porphyry stocks resulted In an abrupt running In of tho short Interest in the coppers and tho same thing was also true of tho local traction shares. There wero still a numbor of weak spots In the list, which traders picked out for npcclal consideration, but at the closing by far tha number of active Issues showed email average ad- vances, with hero and there wider Im- provements, as was tho case with which made a net advance for the day of 9 points. The demoralization in the foreign ex- change markets continued despite the passage of tho Edge bill In tho House. This bill now goes to tho President, who Is expected to sign It without further delay, and had boen calculated all along as a very favorable Influence on the ex- changes. This consideration, however, had no effect on the leading rates, which were weaker than ever yesterday. Ster- ling get down below $3.95 for the first time In history and all other rates de- clined proportionately. There was no special change In the money market, which remained easy nil day. With tha December 1 payments out of tha way It Is expected In banking quarters that the money market will return to normal, with no further flurries until the first of I ho year, when tho most Important money disturbances of all occur on ac- count of the Urge Interest and dividend disbursements that have to be made at that time. Some stories (had it that this would be as high as $16 a share on the stock, which Is $50 par value and pays $3,50 at present It was learned on excellent authority that tho corporation docs not contemplate any cash disbursement of this char- acter for two reasons. It would mean payment of too l'arca an amount of cash, needed Just now for development and might reach the point of embarrass- ment because of the agreement made by the corporation to sharo Its profits with employees. In lieu of a large cash dividend la understood that tho direc- tors have In mind a plan which probably will bo approved, for the Increase of thb present cash dividend to $3 a share and a stock dividend. The size of this stock dividend has not been determined, but It Is understood to be somewhero In the neighborhood of 25 or 30 per cent Em- ployees, of course, would share In this, and also In a smaller cash disbursement probably In tho neighborhood of an amount equal to $3 on the stock. This plan la rtlll under discussion, but It Is being lookod on favorably from tho em- ployees' standpoint and from the point of view of largo stockholders, who were responsible yesterday for the sharp mar- ket move. So much disappointing news has come from tho. copper corporations of late and the market for copper metal has been so dull and dead that It had been antici- pated rather generally that the porphyry companies would ass their dividends, temporarly, at least Something of a short Interest not nearly so extensive as in the Industrials but of sizable propor- tions, had been built up tn them.
