The mine sweeping force came home yesterday. The men who laid the North Bea mine barrage, an achievement which on the word ot no leas authority than Secretary of the Navy' Josephus Daniels, had more effect on the winning of the war than the breaking ot the mnaenourg line, the men who spent nearly a. year after the signing' of the armistice In the infinitely more haeard ous task of sweeping up tho. 80,000 mines they had laid the year before they all came home yesterday. And New Tork, through the Knights of Columbus, gave them a welcome which It Is safe to say pone of them will ever forget. There may have been on some unre' corded occasion In tho world's history more and happier men together under one roof than the 1,500 gobs from the mine sweepers who were guests ot the Knights yesterday afternoon at the Hotel Astor. \There was only one speech, and that was by the Secretary of the Navy, who made an Instantaneous hit when he ad dressed hla audience ae \Shipmates.\ He was roundly 'applauded very time he paused for breath, but there were two occasions when he got something more than mere applause. The first was when he thanked Supreme Knight James A. Flaherty,' \not only,\ as he said, \for this particular occasion, but for ten thousand other acts of kindness per- formed by the Knights of Columbus wherever American soldiers and soJJors wars sent durlne the nreat war,\ and the other was when he mentioned the TvarA \home.\ After the conclusion of his speech the Secretary remained at tho table wnere ne had seated himself for luncheon between It. C. Duncan, machinist's mate, first class, and Chief Commissary Steward n. n. Zimmer and seamed to enloy tne en- tertalnment which followed as nearmy as the youngest apprentice seaman. Rear Admirals Strauss and Glennon and their aides also occupied seats at the same table. , Yeterdav mornine the mine force waa officially reviewed by the Secretary of the Navy from the triage or ine de- stroyer Meredith. The little vessels of the fleet, anchored In double column from Seventy-secon- d street to 123th street, made a brave showing m an array oi now nalnt. Control of the In- ternational Mercantile Marine has been definitely, placed In the hands of Eng- land and Englishmen, according- - to the Liverpool Pott. This has been brought bdoui oy a decision or the directors to ratify an agreement with the Admiralty and Board of Trade, which provides xnai ine oy laws or the 'company shall make It compulsory to have Englishmen manage the ships and general business or tne company, and that the directors shall be subjects and residents of the British Empire, It Is also agreed that tho names of future directors shall be submitted to the British Government for approval. The opinion of the army general staff and ad- ministration Is that a peace time army of 800,000 men ls(the minimum' neces- sary, Gen. March. Chief ot Staff, de- clared correcting an interpreta- tion of his annual report, published Sun- day, which placed tho minimum at 250,-00- 0. Qen. March emphasised that he never had changed his estimate of 600,000 as the smallest upon which to rest the military power of United States. In his report Gen. March recom mended one field army of Ave corps skeletonized to 50 per cent of Its strength. Taking four divisions of 26,000 men to a corps, such a calculation would show about 526.000 men, which skeleton ized to SO per cent of strength would make 260,000 men. Qen. March, however, made It plain to-d- that he was basing his estimate on the army corps as a practical unit completely organized with all Its ele- ments for service. Five corps on that basis would mean an army In excess of 1.000.000 men. which skeletonized to 50 per cent ot strength would make the army of 500,000, which the Chief of Staff recommends.
