Two now se- ries of Treasury certificates of Indebt- edness, ono In anticipation of tax pay-men- ts and one- - for temporary financing and technically In anticipation of a short term note Issue, are to be offered for subccrlptlon by the Treasury. Each Issue will bear Interest at the rate of 4H Pr ent-- . marking a reduc- tion of of one per cent In the Interest rate on Buch short time Is- sues. , The certificates are the first offered for more than two months. Because of the comfortable condition of tho Treas- ury and the reduction In war expendi- tures and receipts from the sale of stir-pl- stores such financing has not been necessary. The Treasury Is still running behind, however, though the monthly deficit for October was reduced to little over 0, the lowest since the declaration of war. The deficit for November prob- ably will bo considerably less. Each of the new series will bear the same tax exemptions as previous Issues and each is offered without limitation. Subscriptions will probably be allowed up to 4600,000,000 on each. Tho loan certificates cannot be used for tax pay- ments. Situation IloTleTred la Detail, The national financial situation was outlined by Secretary Glass In the fol- lowing letter to bank presidents through- out the country : - In my letter of September 8 1 stated that while It could not be said definitely when Issues of loan cer- tificates would be resumed, Buch Issued would certainly not be resumed befoi-- October IS. Though most factors In tho general situation since that letter wob written have been adverse the position of the Treasury has developed more fa- vorably than there seemed any reason to hope. The great success of the Issue ot the tax certificates then announced the reduction In current expenditures and the Increase of receipts, notably from sales of war materials and sup- plies, have made It possible to avoid until now the resumption of the Issue of certificates. \On the basis of Treasury dally state- ments In the month of October the net current deficit (excess of disbursements over receipts, exclusive of transaction) In the principal of the public debt) was 3319,239,450, tho lowest figure for any month since April, 1917, excluding the months In which Income and profits taxes wero payable, and for the first half ot the month ot November the net current deficit was 3118,630,787, Ind- icating the likelihood of a further Im- portant reduction tor that month. \On tho basis of Treasury dally statements the total gross debt, which on June 30,1919, amounted to $25,484,-506,16- 0 and on August 31, 1919. had reached the peak nt 326,596.701,648, had been reduced by September 30 by mom than 3400,000,000, and the Increase resulting from the Victory Loan Instalment payments In October nnd November, when the final payment was, made, stood on November 15 at 326,210.905.795, a net reduction of about 3333,000,000 from the high mark at the end ot August and a net Increase since June 30 of only $726,399,634, although In that period only one quarterly Income and profits tax Instalment had been re- ceived. Certificates Are Provided For. The total amount of loan certificates outstanding and unmatured which on Junu 30 waa $2,473,317,500 and on All-ini- sl 31, $2,012,337,500 was reduced in September to $1,614,671,600 at which flRuro it stands while the total amoit-- t ot tax certificates outstanding and un- matured which on June 30 was $789,-581,0- 00 and on August 81 was $1,925,-SS7.50- 0, was reduced In September to $1,827,586,500, at which figure It stands. Of tho latter certificates to the amount of $746,869,700 mature December It, 1919. and are amply provided for by the Income and profits tax Installment payable on that date. 'Very gratifying progress has been made In the absorption by Investors of Government securities. During the period of five months from June 6 (when holdings of Victory notes were first re- ported separately), to November 7 (the last date for which reports are avail- able), all reporting member banks, about 718 member banks In leading cities which are believed to control about 40 \jar cent of the commercial bank ot the country, have, according V Federal Reserve Board reports, re- duced their holdings: \Of Liberty bonds from $646,273,000 to $633,950,000, or $12,223,000. \Of Victory notes from $438,839,000 to $292,410,000, or $146,179,000. \Of United States certificates of In- debtedness from $1,514,463,000 to or $66,904,000. \Making a total reduction In report- ing member banks' holding! of United States war securities of $828,406,000. \Loans by all reporting member banks secured by United States war securities after deducting those redlacounted with Federal Reserve banks are reported as reduced In the same period by $221,450,-00- 0 (from $1,420,581,000 to this reduction being partly oflsat however, by Increased rediscounts of euch paper with Federal Reserve banks. \The long Intermission In the Issue of certificate of alt kinds makes It possible upon resuming to Issue loan Issues bear- ing 4tt per cent Interest and having only two and a half months to run In- stead, of Ave months as heretofore while fixing the maturity half a month later than that of the last Issue of loan cer- tificates. A bill to In- crease salaries of Ambassadors, Minis- ters and Consuls, Introduced in the House by Representative Rogers (Mas- sachusetts), is expected to receive wide attention. It recalls that our diplomats and commercial agents are tno poorest paid In the world. The French Ambas- sador to Great Britain gets In salary, ront and allowances $45,261. The American Ambassador receives $17,500. The British Ambassador to France re- ceives $65,932, tho American $17,600. Under these circumstances only Ameri- cans of Independent means can afford the honor of representing their country abroad.
