It Hobart Porter, general manager of the Brooklyn City, had this to say last afrht: \The Publlo fiervlco Commission wna created primarily to regulate tha\ opera- tion of public utilities, and It was not contemplated that It should displace the courts In determining questions ot law. \The question of the company's rights to collect a second faro on Flatbush ave- nue Is solely one of law, and as such can l finally determined only by the courts. The commission having decided that the company was not within its rights In collecting this second fare, there aro two methods by which 'the Issue rnfcy be brought before the courts : Tlrst, by certiorari. Involving, review by the Appellate Division of the Supreme Court of the decision of the Public Ser- vice Commission; second, by summary proceedings brought by the commission to enforce obedience of the order, If the Kims Is not obeyed. The former method entails a long drawn out controversy; the, latter Insures a speedy determinat- ion of the legal questions. An agree- ment, has been reached between the counsel for the company and counsel for the Public Service Commission to sub- mit the question to the courts within a few days by this second method. \By Issuing rebate tickets, redeemable for t cents, the compmr provides w means by which the publlo is protected from any ultimate loss If the courts de- cide adversely to the company's con- tention.\ It is understood that a conference will be held this week by thoso Interested in the Brooklyn Rapid Transit lines to see what can be done to obtain tho 8 cent far that Stono and Webster have de- clared Is necessary to maintain the sol- vency of tho system. Franklin D'Oller, newly electod na- tional commander of the American Le- gion, announced yesterday that on De- cember 1 national headquarters ot tho legion will be located in Indianapolis in accordance with the decision of the re- cent constitutional convention and will operate In that city thereafter. Lemuel Bollcs, national adjutant, and Charles F. Sheridan, who will remain In charge of the service bureau tor legion mem- bers and those eligible to membership, will go to-d- to Indianapolis to make arrangements for offices and housing ot the headquarters personnel. Since November 10, the opening day of the Minneapolis convention, 225 addi- tional posts of the American Legion hav.- - beeri chartered by the temporary national headquarters at 19 West Forty-fo- urth street This brings tho total number of legion posts In the United States and elsewhere to 6,872. LANDLORDS 10 C. \PIRATES.\ And That Minority Has Done Much ' Harm, Says Hlrsch. That tho housing situation In New York is \almost unbelievable except by thoso who havo felt the. Iron grip of the landlord,\ Is an assertion made by Na- than Hlrsch, chairman of the Mayor's Committee on taxation, mortgage loans and rent profiteering. The committee finds that only 10 per cent of the land- lords are profiteers, but that the 10 per cent did an enormous amount of harm and have done moro to create unrest than any other agency. Credit is given to the Republican Legislature for laws governing tax sales In Nassau and Suffolk counties for the protection of property owners, and for laws completely putting out of business fraudulent operators in suburban lots. Tho 'committee claims to have retrieved for defrauded owners 9,500 lots In Nas- sau and Suffolk counties that had been sold for negligible taxes. Chairman Hlrsch thanks the, newspa- pers for the aid given In uncovering fraud and achieving reforms. The In- vestigation of rent profiteering and tax sharks Is still going on. \ 5l6cA3irenucat 40i6tffieS MILLINERY SALE Monday, Tuesday and Wednesday A large assortment from our regular stock Reduced to 10.00 and 18.00 MILLINERY DEPT.-SEC- OND FLOOR No Exchanges m Monday Only Hair Nets At Reduced Prices Cap shape Hiir Nets our stand-r- d quality in wanted colorings.
