Aside from tho fall in exclianR two oilier problems are obstructing British trade. One Is the Irish question, which practically has put an end to selling on credit In that country because of the fear of more trouble. Practically all dealings are on a cash basis now. The other Is the settlement of tho pre-w- debts of Germany. The German Government Is prohib- ited from making a settlement except through special clearing housed which are to be formed. This li holding up some trade because English firms do not wish to reetabllsh relations until the old Oertnan debts are paid, and the clearing houses have not been formed as yet Probably It will bo several month', perhaps a year, before the com mercial Rhte is cleaned off. According to the peace treaty all German pre-w- debts are to be settled on a basis of 20 43 marks to the pound. This prevents British merchants from mnklnir any profit on exchange. It is believed that the Germans are able to pay In full at once and wou'd If official red tape d'd not prevent them. No exchange rate for settlement of Austrian debts haH been fixed and it Is believed to be doubtful if Austrian merchants could settle In full. The movement to 'have British salei- - men travel to foreign ports on warships has been successful. The Admiralty has 'nformed the Department of Overseas Trde that sailing dates of warships will be supp'led and that accommoda- tions to distant ports' will be given to commercial travellers. Arrangements for passage will be made by the De- partment of Overseas Trade, which Is a Institution for pro- motion of foreign commerce. COFFEE MARKET. General condition In the coffee market yesterdiy were about unchmged from those prevailing curins the last two or three diys cr so. coal prices were unchanged to 5 points higher on a little covering by shorts, who thought poslh'e liquidation had about run its course and that the mar ket was due for an upward turn. Prices did work up a few points from the initial figures around the noon hour. but continued unsettled stock and cotton ma'kcts'and further breaks In foreign exchange and uncertain developments In Washington regarding the peace treaty discouraged holders, nnd selling became rathr free, although the day's business was not large. The market closed Irregular, 6 points net lower to a net advance of 9 points. A special cable reported the Santos futures market 100 to 1T5 rcls lower. but the cost and freight market waB firm nnd better grades of Santos were scarce. It was reported that a Santos exporter, who had sold 1.000 bags of Bourbon Is at 291-j- cost and freight, had 85 points for the privilege of cancelling that sale. The local spot market was quiet, buy- ers holding off for more settled condi- tions.
