Savannah is the second largest city in Georgia and is one of the most important Atlantic seaports. The city of Savannah is in excellent financial condition and its bonds for many years have been considered as among the most conservative invest- ments. The county benefits by exceptionally fine rail transportation and shipping facilities, the Atlantic 'Coast Line, Central of Georgia, Southern, and Seaboard Air Line Railways converging at Savannah, thereby serving prac- tically all portions the county. The city is at the mouth of the Savannah River, which is navigable for 230 miles to Augusta. Savannah stands first as a world market for naval stores and second as a cotton port, having more than four miles of wharves occupied by railway terminals alone. OtheHmportant exports are fertilizers, rice, lumber, various manufactured and staple products. The constitution and laws the State of Georgia .have for the past forty years imposed the most rigid restrictions as to the creation debt upon the municipalities within the State.
