These books passed through the hands of the general book.keeper, Mr. George Seeley. The banka complaining of the labor involved, and Mr. Phelps giving assurance that it was entlre- Iv unneoessary, ilr. Seeley dropped the dupli cate set without the knoW-ledge of e ither the Comptroller or Treasurer. This left b ut one set of books to be manipulated. The next step was to induce the general bookkeeper to accept in some Lustauces the statement of the cashier of 'the balance in some one of the banks, without producing the bank books. This was successfully aooom- pUsbed during the Ihst n>onth, and thus Mr. Phelps escaped detection for a very short time. He charged a large sum to the Mechanics’ and Farm ers' Bank, which its own statement showed it did not have, and, had Mr. Seeley made the usual and proper examl- natioo, the false entry would then have been discovered. Ha'vlnf? shown how Mr. Phelps snooaeded in concealing hla embezzlements for a brief period, it remains to be shown how he It appears that Z l legally bo cashed without the endorsement 6f the treasurer or of hla deputy, and any bank taking these d rafts upon tbe endorsement of Dnly, Is liable, and'wlU be compelled treasurers. The Treasurer began hla examination by re questing tbe various banks of deposit to fur nish him with a statement of their accounts. This threw Phelps Into despair, for he knew that the examination of these statements, would reveal his operations. THE DEPAtrLTER'S PLEA. H B therefore fled from the state, and wrote a note to the Treasurer admitting that his ao- ci unts were n ot entirely correct. Mr. Raines followed him to Jersey City, and, m the Inter view which took place last. Friday. Mr. Phelps asserted that if allowed his liberty two or three m o u th/ he could refund the entire amount. He said he had used the money in speoiila- lot in stocks. ai would not say definitely to what purpose he had applied It. He also admitted that he had aooomplioes. b u t would not give their names. He declared that the money vras still largely under his control, and that he would soon be able to refund say $100,060 of tho amount.
