FIR8T TO-DA- Y Plans lo .liolieve House Short- age \Will Be DiBCTiflfifirt in All Phases. Walter Stabler, comptroller of the Metropolitan Life Insuranco Company, said yesterday that Ills company lias $29,000,000 available for bafldlng loans, lie will attend tho meeting In City Hall today callsd by Mayor Hylan in an ef- fort to ret the many and sometimes conflicting interests of tho building lines Into cooperstlon that will relieve hous- ing congestion. . Mayor Hylan hat proposed a plan, to raise $100,000,000 for building purposes. The altltudo of the Metropolitan T.ife Insuranca Company indicates there will bo no difficulty in raising this sum, The company alwayshas been an im- portant faclor in the mortgage market and the other lending Institution gen- erally follow Its lead. \The Metropolitan Life Insurance Company has not been in the moitarage market to any large extent recently,\ said Mr. Stabler. \Last summer we, made practically no loans. Our Liberty bond commitments had much to do with restricting our activities. Now wo are prepared to back building operations to the extent of a good many millions of dollars. We will not only make loans hut we will do so on appraisals that will Increase the loan on a given project by perhaps 60 per cent.\ Mr. Stabler's reference to an Increase of appraisals is significant of an im- portant change In the building situation since the abortive effort lo cause a building boom during last spring and summer. At that tltno the lending In- stitutions would not. make loans on a bisls of the increased costs. In 1513 on an operation coating $100,000 rhe loan was 4CO.00O. A duplicate operation lasl summer cost at least $160,000, but the loan nas still IB0.0OO liullders were unable to finance operations on this basis anil there was no boom. Mr. Stabler emphasized the Importance to plans for housing relief of the enact- ment of legislation that will freo incijme from mortgages from the State income tax: He was of the opinion that if the State does this Congress will do like- wise In regard to the Federal Income tas law, and millions of dollars will How Into the mortgage inarkt Hret Alnror i'o-il- y. The conference, which will begin this morning at 10 o'clock, will be attended by representatives of tho lending institu- tions, large property owners, builders, architects, material manufacturers, sub- contractors and citizens who have be- come Interested in an emergency that will become a crisis In the fall If there Is not a, great amount of building this summer. The first meeting will be Riven to an open discussion In which novnl remedies, most of th(-- Impractical, will be pro- posed. Tin- - actual result is likely to be u number of committees for specific pur- poses f.nd the outllnin; of a programme. That there Is going to be much dif- ficulty In bringing tha various Interests Into harmony was apparent from the time the plan was proposed. The prob- lems, although they have been much simplified by the availability of mort gage money and the modified attitude ot ths lending Institutions, are so compli- cated that the unwillingness of any one set of Interests would hold matters at a standstill. William Guthman, of the Dlnfr & Bine; Construction Company, one of the largest builders, said yester- day his firm would not be reprenentcd at the meeting He raid that no in vltatlon had been received from the Mayor's office. Leo S. Blng, .president of the company, was out of the city. Mr. Cluthman said that means wul havo to be found to relieve the burdens put on the builders by Increased costs. This restriction will apply until further notice, on all business be- tween points in the following slates: Maine New York New Hampshire New j Vermont , Rhode Island Connecticut MEETING country, rennsyivania Delaware Maryland This action is taken with reluctance in order that the express service may func- tion in a manner that will result in the greatest good to the greatest number. Immediate notice will be given as soon as conditions will permit of this restriction being removed. The embargo on New York Chicago traffic has been lifted. to American Railway Express Co.
