Continued from Last Week * $25,000 to increase funding for special Long Beach Senior Citi/en Program. * $20,000 to initiate a spe- cial Day-Care counseling service with the Nassau County Day Care Council, as well as additional funds to increase the subsidy to group day care centers. * $25,000 to fund a County lobbyist in Albany and/or Washington. * $10,000 to supplement the adminstrative expenses for the County's Blue Rib- bon Criminal Justice Panel. Gulotta Proposes Three Year Tax Cut Stabilization In County Budget In addition to the new programs the tentative budget reflects personnel expenditures necessitated by increases in certain depart- ments such as the hiring of additional Corrections Officers, as well as projected increases in salaries to be determined through con- tractural negotiations for the County's 19,000 work- force represented by the Civil Service Employees Association. Several departmental programs are also included in the proposed 1988 plan: * Drug and Alcohol $110,000 is included to initiate a special program to house released inmates from the County jail in surround- ings other than their original homes, to decrease the recid- ivism rate of incarceration. • * In addition, funds will be included to increase the subsidy to the South Shore Child Guidance Council. * $500,000 to initiate a new Hazardous Materials Division in the Fire Mar- shall's office. * To further the County Executive's management study of Nassau County's Medical Center, funds have been included in the 1988 budget to provide for a risk management study as well as the services of a special mal- practice legal firm. * $200,000 for a new two way radio system in the She- riffs Department. * $150,000 has been included to fund the newly created Environmental Law Section of the County Attorney's office to address area of environmental concern. * Youth Board funds to include monies for La Cereyna Coffee House in Bellmore, a girls shelter and other community services. * $50,000 is provided for the first time to fund a spe- cial education program administered by the Literacy Volunteers of Nassau County. *$ 100,000 will be approp- riated to assist the funding of programs provided by the Nassau/Suffolk Health System. * Funding will also be increased for WLIW Chan- nel 21 (Public TV) and the Coalition for Abused Families. Kingston, tieivburgh St Poughkeepsie able to achieve the new pro-^ gram and still reduce the tax' burden on the residential homeowner even though several mandated areas of expense increased for 1988; by $16.5 million. * The budget reflects a decrease of $250,000 in State Aid, which the County will make up in order to main- tain the important programs ad minstered by the Department of Drug and Alcohol. * An increase of $912,000 in order to fund additional expenses anticipated in 1988 by the Board of Elections (presidential election primaries). * MTA STATION MAINTENANCE - In- crease of $2.8 million. * FEDERAL SECTION 504 HANDICAPPED TRANSPORTATION PROGRAM - New man- dated expenditure of $1.5 million. * MEDICAID - Increase of 3.5 million. * WELFARE ASSIST- ANCE - Increase of $6.6 million. * EDUCATION OF HANDICAPPEDCHILDREN- Increase of $1.8 million. * PUBLIC DEFENDER COSTS - Increase of $200 thousand . \Nassau County is enter- ing 1988 in excellent fiscal condition with a booming economy. Our unemploy- ment rate is 2.7%, which economists translate as full employment. By working together, we can continue to make Nassau County an \ outstanding area in which to live, work and raise a family. My budget for 1988 reflects the long range planning needed to achieve that goal,\ Gulotta concluded.
