AWARD. Nassau County District Attorney Denis Dillon (right) receives an award from officers of the United Ukran- ian/American Famine Commemoration Committee of Long Island. The award was presented by Orysia Dackin and President Joseph Chomia. Mr. Caggiano owns a trucking firm and has been very active within the organ- ization for almost ten years. Other officers installed include: Nicholas Vella as Leading Knight, Lawrence Contratti as Loyal Knight, William McKeon as Lectur- ing Knight, Lawrence Moyse, Jr. as Esquire, Roy Solace as Chaplain and Philip Garaffo as Inner Guard. In addition Murray Levitt continued as Trustee, A1 Greser as Tiler and Wil- liam Goerke as Organist. An overflow crowd of two hundred and fifty guests and Elks crowded the recently- redecorated Lodge Hall for the ceremony. In his acknowledgement speech Exalted Ruler Caggiano thanked all those who helped him through the years and pledged his all to fulfill the responsibilities of office. The Installing Officer for the evening was Past Exalted Ruler and Past State Vice-President Robert L. Britton, and the Chair- men were Past District Deputies Dr. Robert Thoma and Fred Bartsch. Exalted Ruler Caggiano has introduced a Spring Raffle as a new fund-raiser in lodge affairs. He also plans to continue the Summer Carnival, started last year by Exalted Ruler Tony Kenny. This year the Carnival will be in August, instead of July A collation was served after the ceremony. Many dignitaries from neighbor- ing lodges attended, includ- ing Past State President George Malekian, of Valley Stream Lodge No. 2164. Kremer Introduces Bill to Curb Computer Crime Assemblyman Arthur J. Kremer has introduced a bill to provide as much as four years in jail and a fine of up to $5000 for computer criminals. \Computer theft is the latest and most sophisti- cated form of crime, says Assemblyman Kremer. \We must curb it in New York and send a message to'com- puter criminals that elec- tronic theft is not playing Pac Man.\ This proposal would give New York State its first law to prosecute persons tres- passing into or tampering with a computer system, destroying files or making unauthorized electronic money transfers. The bill provides that there has to be \criminal intent\ in break- ing into a computer so that accidental trespass is not treated as a felony.. Kremer cited one case that was brought to his attention by Nassau County District Attorney Denis Dil- lon. \The DA was building a case against an insurance company employee who altered premium records for some policyholders. Dillon could prosecute the policy- holders for taking the money, but had no crime on the books for the clerk changing the computer records.\ The Kremer bill also con- tains a provision outlawing \theft of service,\ when a person makes unauthorized use of a computer or compu- ter time. This could be pun- ished by a maximum of one year in jail and a $ 1,000 fine. Because it has bi-partisan support, Kremer's \compu- ter crime\ bill is expected to pass easily in the state Assembly and Senate.
