I QC LU > QC UJ ^ O o 0 QC ffi Z > > 1 < id Levy Proposal Provides Additional Aid To College Bound Students In an effort to make obtaining a higher educa- tion in New York State more affordable for many stu- dents and their families. Senator Norman J. Levy (R,C-Merrick) is principally co-sponsoring two legisla- tive measures to close the gap between tuition costs and adequate financial assistance by increasing both the Regents' Scholar- ship award and Tuition Assistance Program (TAP) benefits. Levy explained, \New York State continues to be one of the Nation's leaders in providing outstanding higher educational services, but over the years, tuition increases have placed the cost of obtaining a college degree in our State beyond the means of many students and their families.\ \My measures are aimed at encouraging New York residents to pursue their higher education within our State ~ utilizing the high caliber facilities and facul- ties of our colleges and uni- versities, by providing them with needed financial assist- ance,\ Levy said. The first of Levy's mea- sures would increase the minimum JAP award from $250 to $300 immediately following the bill's enact- ment into law and would provide for a four year \phase-in\ increase in allowable maximum TAP benefits and raise the eligi- bility income level for stu- dents and their families wishing to apply for this aid. \Currently maximum TAP funds of $2,200 are awarded to families with incomes no higher than $25,000. However, the aver- age tuition costs at New York colleges are $5,900 ~ so TAP benefits only cover approximately 40% of the costs in many cases — much less!\ emphasized Levy, noting, \When TAP was created in 1974, it covered 60% of the weighted average tuition in New York State's independent colleges and universities, and my mea- sure is aimed at bringing the benefits of this needed pro- gram up to parity with this criteria percentage set back in 1974 by raising the income eligibility level to $40,000 by 1987 and increas- ing the maximum award to $3,900 during this period.\ Levy, noting that last year the Senate passed this TAP parity proposal, indicated that he expects similar action this year and is hope- ful that the Assembly Democrat Leadership will do likewise. Levy is also co-sponsoring legislation to increase the Regents' College Scholar- ship awards, from $250 a year to $465 a year to help students better afford a col- lege education in New York State. Regents' Scholarships are awarded on the basis of score results from the SAT test taken by high school students in their senior year. Last year, over 2,500 Nassau County students received a Regents' Scholarship award and the State Department of Education expects to award a similar number of these scholarships in Nassau County in 1984. \Studies have shown that approximately 63,000 more New York State residents study at colleges and univer- sities in other states than out-of-state residents enroll at New York schools of higher education ~ causing a substantial outflux of State dollars, not to mention the loss of talented young peo- ple,\ stressed Levy, conclud- ing, \To maintain its high standards of educational services and provide for the EXECUTIVE PROCESSING SERVICES E.P.S. Under New York State Election Law, a Presidential candidate must submit no less than 100 signatures of enrolled Democrats residing in at least 17 Congressional Districts of the State. The 96,884 signatures submitted by Mondale supporters included no less than 1,000 signatures from nearly all of the 34 State Congressional Districts. A volunteer legal staff of over 50 attorneys spent untold hours at the New York City Mondale Head- quarters reviewing the sig- natures that had been col- lected by the state-wide Mondale organization to insure the validity of each petition. Mr. Hennessy is over- whelmed with the support Mr. Mondale has received across the state. \The peti- tion response is indicative of both a broad-based grass ^roots support and the mas- sive effort instituted by the New York Mondale organi- zation. The discus- sions will be based on \Sys- tematic Training for Effective Parenting\ (S.T.E.P.), the most widely used parenting education program in the country. Led by staff psychologist, Steven Wertheim, Ph. D., and staff social worker, Evelyn Haber, C.W.W., the S.T.E.P. program encour- ages mutual respect between parent and child, increased cooperation, more effective cprnmunic^ttion, apd more, responsible selfrtreliant ^itti- tude among children. Through readings, discus- sions, posters and audio cassettes, parents discover more effective ways of communicating with their children. Also, the group gives parents the opportun- ity to share their concerns with other parents. The S.T.E.P. program will be 10 sessions and will be held on Monday evenings from 7:30 - 9:00 PM, begin- ning March 5, 1984.
