Purcell has announced that he will create a pilot community service program to give district court judges an additional sanction in sentencing non-violent criminal offenders who meet stringent eligibility criteria. Purcell said the agency administering the program will be set up initially under his office. If it proves successful, it may later be established as a separate agency, he said. The community service program was recommended, after an eight-month study, by the County Executive's Task Force on Restitution/Community Service. The concept has been endorsed by Nassau District Attorney Denis Dillon and Nassau County Ad- ministrative Judge Francis X. Altimari. Purcell stressed that the program will not eliminate the require- ment for restitution, and that it will be open only to those lesser, non-violent offenders who would otherwise have received a sen- tence of up to 90 days in jail. Community service may be imposed as an alternative to jail, or it may be part of a spht sentence, which could include a jaU sentence, a fine and a restitution requirement. A community service sanction, as defined in the task force report, is \one in which offenders are required by the Court, as part of a probation sentence, to perform a specified number of hours of un- paid work or service with non-profit or tax-supported agencies within a given time limit.\ 25 LAFAYETTE ASSOCIATES, c/o Alex Wagman 104 South Central Avenue, Valley Stream, New York Substance of Certificate of Limited Partnership filed in Nassau County Clerk's Office December 20, 1982.
