Whelan thought she had lost four days earlier, in the village was found last Saturday under a couch at Mrs. Whelan's home, ^,45, Kings' Court. The ring was found by a domestic worker. The state told him to go slowly on this and \not upset the apple cart,\ Mr. Fox said. He said pro gress is being made toward budget ing more equitable to the villages. In the meantime, Mr. Fox said, he has tried to apply all the revenues possible to the whole town portion of the budget con tributed to by Mt. Kisco residents to bring down the amount to be raised in taxes. Fees, such as building permit fees, are applied here and add up to a considerable amount, he said. Mr. Fox noted that a $9,200 item for a new highway truck had been deleted from the whole town budget before passage. The proposals are under consideration by the village trustees, who will welcome suggestions from resi dents as to their recommendation. The Planning Commission's report on proposed highways in the Pleasantvilie area is a result of a request from Hugh Pomeroy, director of *the County Planning Commission, for sug gestions from the Village Board on a route connecting Arnionk to Route 9A. '• •• The Planning Commission feeis that an east-west route, in the area is necessary even now; that Pleasantvilie is and always has been one of the natural places to cross from eas\t to west; that x wide highway will be necessary to control traffic, in future years instead of having it go through the middle of the village or on circuituous routes. Neiv Castle Eyes Water Survey CHAPPAQUA — A study of future water needs ''of 'the Town of New Castle maytbe made, Supervisor J. Edward Fox said Tuesday night The town is considering putting, in a filtration plant at Stanwood and an additional reservoir tank, he added. Stanwood failed in an. at tempt to get water after well drillers went down 310 feet. Two tentative routes are pro posed: 1.) \The County Planning De partment proposal of coming west of the Armonk area to south of the Mastick estate, west .between Larry's Lane -and the aqueduct, through the Cottage School prop erty, crossing Broadway at Garri- gan Avenue, north of the Thorn- wood playfleld, crossing the rail road near Madison Street where i bridge now crosses crossing Mar ble Avenue and skirting along the west ends of Booth, Stanley, Ir- vington and Castleton Streets, west of the village garage, over .the parkway and >up over the hill to the west -,slde.. of Route 11,7\ and through the Choate Estate to BriarclifT. This route goes through a territory generally less developed until reaching the vic inity of the business section of Hawthorne. This route is phy sically reasonable and though not as direct as the two previously described routes\ (one not. recom mended) \actually would not add more than three minutes in driv ing time. Such a route would not aid Pleasantvilie in going toward the east, but a local road could and probably will be developed that would serve our purposes. Introduction Early in the summer of 1956, the Westchester County Department of Planning issued a Preliminary Plan for Major Thoroughfares in Northern Westchester. A summary of i that proposal, 'together with maps, was published in the news papers throughout the County. Meetings were held by numerous town and village officials in most of>, the upper county with the Director of the Westchester Coun ty Department of Planning, and his associates, in order that the intent of the plan be clearly under stood. One such meeting wjis held in .Pleasantvilie on July 23, 1956, with special reference to a proposed route from the general vicinity of Armonk to the Ossining-Har mon area. Because of hills, valleys lakes, streams, railroads, highways and land development, this route in our general vicinity presents difficult problems, and the County Department of Planning frankly asked' for help from those who are more familiar with immediate local conditions. A public meeting on the plan PUBLIC NOTICE PUBLIC NOTICE NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Planning Board of the Town of Mount Pleasant on Wed nesday. December 5. 1956 at 8:15 P. M. in the Planning Board Room. Town Office Building. Hawthorne. New York upon the application of Clove Brook Estates. Inc. for approval of the subdivision plat known as \Clove Brook Estates. Section 1\ NOTICE is further given that, in connection with the said application, application has been made for a variation in front yard setback lines of ilots 12. 10, S. 62, 53, 64, 55 and 56 to forty feet: the rear setback line on :ot 52' to forty feet: also for the averaging out of lot sizes in the lots shown on the said subdivision plat as to which lots 52, 56, 57. 58 and 59 lacked the required mini mum lot area, although other lots shown on the subdivision olat provide sufficient additional area to cause all the lots shown on the said plat to have an average mini mum lot area in excess of the requirements'of the Building Zone Ordinance of the Town of Mount Pleasant. ; At such hearing, all interested persons will be given an opportun ity -to be heard. M. AMBROSE. Clerk was held in Pleasantvilie October 30, 1956, under the auspices of four home owners associations in 'this contiguous area. Again, the Dir ector of the Westchester County department of Planning voiced the hope that local Town and Village authorities would be able to make constructive suggestions to solve the problem which will face JS eventually. General Considerations Before reviewing the immediate local situation, space and' time should be taken here, in our own small w : ay, to express appreciation for the report and of the general proposal of the Westchester Coun ty Department of Planning to provide now, for future roads which eventually will be neces sary. Their report, and the untir ing missionary work of their Dir ector, has made us all conscious of the problems that do or will confront us. and together* they have made us think, much as most of us dts-like the contempla tion. Getting down ,to our ' locality the opinion of your Planning Com mission is that a more adequate east-west thoroughfare connecting the Armonk area with the Ossin ing-Harmon '\area is necessary even now. There is no present route connecting these areas ex cept a most circuituous one through Hawthorne and Valhalla, or another haphazard local street system, part of which goes through the middle of our village. Pleasanr- ville, by the cuts in the surround ing hills, always has been one ot the natural places to cross f-rom East to West. We must, do what we can do to controh the conse quent traffic instead of being burdened by it. Wide Road Necessary To serve present needs and needs for the immediate future, a new road need not be a four lane highway with limited access and high speeds. .A good local type ot road with easy grades and curves would serve. 1 But in the future, as traffic increases between these two areas, and we believe it will, a local type of road, with unre stricted\ access, with two lan?s of slow, speed would Be unsatis factory. Imagine, for example, the present route 9A between Haw thorne 'and Harmon (it used to be called the'Briarclift cut-off) to be a local type 'road, with street crossings about every 1,000 feet and necessarily slow speed regula tions. Such a system just.' would,, not work. It would bottle up. 9A has worked up to now only be cause it was designed twenty- five or more years ago as a through highway, and wide enough to do the future job as it then was conceived. But we understand that even this road is now inadequate and will be widened. With this,.as', experience, we must plan in ,no less a broad manner. Emphasis must be made' that Town Offices Closed Dec. 24 ( CHAPPAQUA—Town of New. Castle offices at the Town Hall will be' closed Monday, De cember 24, New \Castle Town Board decided Tuesday night. the proposed road system is in tended for mixed traffic of trucks ' and passenger vehicles, not for parkways in the sense of being exclusively for passenger vehicles. Also'^ we should look well beyon.1 the needs of today; we must try to foresee the future needs and plan for them. Further, we must keep aware that failure to provide adequate by-pass routes will con centrate that traffic through our local streets. Foot Slips: Crash CHAPPAQUA — When Robert Canniff of 262- King Street was parking his auto last Friday nightl his foot slipped off the brake and hit the gas pedal. The car ran into a utility pole, police reported, near the intersection of King Street and Highland Avenue. Mr. Canniff was not injured.
