VOL. XXX No. 47 KATONAH, N. Y., FRIDAY, APRIL 9 1909. $1.50 A YEAR TOWN POLICE BILL NOW A LAW Governor Hughes Signs Measure Favored by Supervisors Putting in the Power of thf Citizens to Arrange a Local Con stabulary for Suppression of Crime. What it Means to this Locality. Governor Hughe* signed the Town Police Bill on Monday. This measure, which originated in the Bedford Town Board, last Jan uary is, now a law. It permits the citizens of Westchester County to take steps for the protection of life and property. All Jhatl they need do now is to take advantage of the opening given. On the petition of twenty-five tax payers the local anthorities will call a meeting to talk, over details of equipment, number of men needed, route of patrol, etc. The number of constables and the character of the equipment may be suggested .by the petitioners. The cost is to be born by the tax payers, but is not to exceed one tenth of one per cent of the Town's assessed valuation. In other words, to provide an ef ficient force here in Bedford would probably add about ten cents in the thousand to the rates. There has been a general demand Tor more efficient policing, and the estblishment of a competent force will add more than its cost to the value of the property from the first. It is now the part of the citizens from various sections of Bedford and the surrounding towns to circulate the needed petition 'and get the ac tual work of patrolling the district under way. This is not a mandatory law. It will become effective only after the people have signified their wish to the Town Board. So the sooner they S«t together and talk over details— how to plan the patrol areas; how to keep the men in touch with one an other and with the householders by telephone— the better.-tot ^hV»«W, ft. law are the following: The Town Board of any Town iu any County adjoining a city of tue first class may, upon petition of twen ty-flv<- taxpayers* oftfiaid town. engage and appoint competent persons who shall be peace, officers for said town, and who shall have all the powers and bt .subject to all the duties and liabilities of a, constable of .said to\Mi n> all criminal actions and proceed ings of a criminal nature The town board of any town al- County Notes ' The April session of the Supervis- ' ors, Monday, proved to be a long ,' drawn out affair owing to the tactics ' of Barnes, of Ossining, Bee.croft, of t rviham. and others objecting to the , bills after they had been recommend- , ed for payment hy the various com* mktees. There were about 500 bills, the ac cumulation of several months and it is estimated that they will aggregate more than $100,000, which ought to ease up the present stringency in many quarters. County Attorney Van Auken pre sented a bill which provides that the County clerk be placed on a salary instead ot the present fee system.
