DECEMBER j, r Yonkers and Mount Vernon Members Guests of White Plains Council ROUSING MEETING LAST NIGHT Fine, Respectable Body Of Men March Down Railroad Avenue, Lead By Drum Corps Members of the Royal Arcanum organization in White Plains had un unusual time of it last' night and from all accounts they acquitted themselves most admirably. At the White Plains Council rooms li» lower Railroad avenue they entertained In business and social spssion one hundred representatives of various co'uhcils in \thfs county. These gentlemen were met by a vis iting delegation at the junction of the New York Post Road and Grove ntreet. Over the trolley line from Mt. Vernon and Tuckahoe came members of the Golden Rod Coun cil from Mt. Vernon and representa tives of the Yonkers Council, all making a fine body of men. After greetings and formation, tho Golden Rod Drum Corps lusided tlie party and In flies of twos they were escorted to the fraternal rooms, where the Golden Rod Connell in itiated into the order Howard James Vandervoost, Esq. * 7 Among the Councils who had rep resentatives present were. Sheldrake, of Mamaroneck; Gold en Rod, of Mount Vernon; Yonkers, of Yonkers; KIsco, of Mount KIsco; Lakeville, of Tuckahoe; Kykuit, of Tarrytown; PeeksklU, of Poekskill; Victor, of Peekskill, and Alpha No. 1, of Boston . Among those present were Past Grand Regent Boag and a Grand Trustee, and many Regents and Past Regents of the County. After the meeting refreshments were served. ' NEW YORK ’ S NEW PENITENTIARY New York ’ s new penitentiary, which will be the largest In the world, and which will be erected on Riker ’ s Island will be constructed next year. This announcement made by 8. B. F. Trowbridge, Trowbridge & Livingston, archi tects, of No. 527 Fifth avenue, Who have the contract. It will be the lar gest prison in the world, the United States Penitentiary at Leavenworth Kari., ranking next in size.\ Discussing the plans which have been drawn for the new prison Mr. Trowbridge continued: “ The general layout of the building is that of a cross. The ad ministration building wll face the pier and wiW connect directly with the guard house from which will extend the four cell wings. The chapel, menu hall, lialh house and hospital wfll be reached by covered corridor from the central guard house Near the mess hall will be tho workshops, power plant, bakery and other buildings “ To the right of the adminlstra- twa uunuiug 'win oe ewe women s section, leading through the wom en ’ s central guard house, from which will extend the chapel, mess hall. There will be separate entrances for iflen and women prisoners to the ad ministration building. ” Mr. Trowbridge has' visited every up-to-date prison in the United States, and Is satisfied that the new Riker ’ s Island Penitentiary will be the most modern institution of its kind in the country. In drawing tho plans for the buildings he ha.- allowed a maximum exposure of cell wings to the air, and has provided for perfect sanitary conditions. Extra care, Mr. Trowbridge says, has been taken to arrange the rooms for receiving new prisoners to guard against contagious oases. First, the prisoner wll enter the main waiting room, where he is registered and then taken to the bath room. On emerging fhjm the bath room the prisoner* receives hio prison clothes, and will then pass on to the Bertlllon room, where he will be photographed and measured During this process and before com ing la contact with other prisoners ho will be. examined by the prison physicians.
