Traffic recommendations were: No-parking zones should be established along portions of Greeley Avenue in order to permit turning lanes and to facilitate traffic flow. Traffic through the \Y\ inter section (Greeley Avenue/Quaker Road) should be rerouted to prevent backups along Quaker and Greeley; The Town Club does not favor a light at the Greeley Avenue/Quaker Rd., intersection, while the State Dept., of Transportation has suggested a \T\ road configuration with a light. Parking recommendations were: Existing parking regulations should be strictly enforced. New parking regulations should be adopted imposing different parking limits based on distance from town center, e.g., one- and three-hour parking zones. The ninety metered commuter spaces near the train station should be relocated to the south commuter lot; the former metered spaces should be allo cated to merchants by a permit system to encourage them to yield parking they now use in shoppers' lots. Size of parking spaces should be reduced, producing new spaces. Stricter standards for parking variances should be established requiring extraordinary and compelling reasons for any var iance. If the foregoing measures are unsuccessful in meeting the Town's parking needs, new park ing should be provided through construction of a central parking structure. Sites suggested for such a structure are the parking lot behind Cadman's Pharmacy and the lot opposite the Post Office. A rough estimate given for a 200 car parking structure is $1,600,000. Planning begins for September Community Day New Castle Community Day - 1986 will be on Saturday, Sept. 13 (rain date Sept. 20). All New Castle residents, organizations and businesses are urged to participate. Spaces will be set aside on the Bell School playing fields for exhibits and demonstrations, cultural, government and business groups. There will be amusements, sports contests and lots of food to suit everyone's taste. Registration for exhibit spaces will take place in early August. Moratorium continued from page 1 since major projects take longer to process. Town Board member Slade Cargill, who works for IBM, announced that he will not vote on the moratorium issue because the Board of Ethics has said he has a conflict of interest. IBM has plans to build a research development in New Castle before the Planning Board. Council- woman Polly Kuhn said she will ask for an opinion from the Ethics Board as to whether her position selling real estate pres ents a conflict. Youths continued from page 1 during the vandalism were reco vered by police, and an 18 year old youth was apprehended. No arrest was made because the Mt. Kisco Country Club refused to press charges. Detective Tondra said West chester County may press charges for signs taken from County property and other youths may also be involved. An unofficial source said some of the signs found on campus were from Wampus Lake, a county park in North Castle. Four youths arrested in paint pellet shooting Four youths, whose names were not released by police because of their ages, were arrested by New Castle police and charged with reckless endangerment in the second degree. According to police, the four youths—three 16 year olds and one 15 year old— were involved in shooting another local youth with a paint pellet, which left a welt but no serious injury. The victim reported he had been shot on June 18. The four youths were issued tickets of appearance for a July court date and released. T.
