SUNY Freeze by Matthew Reiss [Central Staff] (SPS) - Director of the Budget C. Mark Lawton suspended the SUNY ‘vacancy freeze' in a letter to chancellor Wharton dated October 14, 1982. SUNY Central Administration will not be affected, however, until its level of filled positions is reduced to its budgeted levels or below. The Budget Division reserved the right to reimpose the freeze on a unit - by - unit or total basis should any of a list of six conditions not be met during the remainder of this fiscal year. The suspension stipulated that the following conditions be met: Reports certifying filled posi tions be submitted ten days after every other pay period, compar ing Audit and Control Depart ment vacancy records to those submitted by the campus; Each campus must submit projections of filled positions every other pay period; that a university - wide personnel ceiling of 32,203 not be exceeded; that expenditure - disbursement projections be submitted by each campus on a monthly basis specifying regu lar, temporary and other per sonal service with excessive temporary service expenditures triggering reimposition of the freeze for temporary employees; that each campus compile a total savings projection based on the “understanding that all of the provisions of Susan Tyler’s letter of August 27, 1982 regarding the (DOB) fiscal plan are accepted by the university.” Harry K. Spindler, SUNY Vice Chancellor for Finance and Business said that these condi tions will be very difficult to meet. “This means a lot of work on the part of the campuses,” noted Spindler, “but we want out of this hiring freeze, so we’ll do our best.” The auditing and reporting procedures requested by the DOB will be similar to what SUNY’s Finance and Business Department will be requiring all through 1982 - 1984, according to Spindler. The Vice Chancellor also stated that all materials re quested in Deputy Budget Director Susan Tyler’s letter have been submitted. These pertained to 1982 - 1983 budgetary records.
