*2?W •«' Courier-Journal Thursday; Moy 26. 1988 11 Continued from Page 13 to have included stops at defense industries lo- cated in Tioga County. At a press conference in Owego later that day, Bishop Clark, Glenna Wickline of the Tioga County Social Ministry Committee, and Bob Hildebrand of the housing department of the Tioga Opportunities Program, told the me- dia about the needs of the rural poor and ques- tioned the federal government's spending priorities. Wickline said the bishops' pastoral letter on peace states \that moneys going to pay for military expenditures don't meet people's needs!' According to Wickline, military spend- ing since 1980 has increased 166 per cent, while spending for housing has decreased 62 per cent. The question of spending priorities is an im- portant one the Southern Tier, Wickline ob- served, \because this is an area where military products and support systems are a big part of the economy!' She urged local industries to become leaders in economic conversion from military production to civilian production. Hildebrand more directly addressed the is- sue of rural housing, saying that one problem area is lack of money for house repairs. Even if this money were appropriated today, Hildebrand said, it would take as much as two to three years to prepare deteriorated residences for occupancy. He urged immediate allocation of state and federal funds for the repair of ex- isting units in an effort to meet the chronic housing shortage. To illustrate his point, he noted that 257 individuals or families are now on Tioga Opportunities Program's waiting list for housing assistance. At the close of the event, Dubel ac- knowledged that the abbreviated tour had limited impact, but said it was significant that coverage from participating media outlets would raise the housing issue to a public lev- el. In addition, she said, -'Just to have the bish- op come down was very affirming!' Through such media attention, Southern Tier leaders hope that the state and federal governments will experience greater pressure to provide financial support for housing and other social-ministry programs, Dubel said. \What we're looking for are the kinds of things that can happen when the will is there and the dollars are there?' Dubel concluded.
