STUDENT POLL (PAGE 7) ®m JCC STUDENT NEWSPAPER \Out of the Past, Shooting for the Future\ VOLUME NO. 28, ISSUE 3 OCTOBER 1992 NO BY-LAWS, $27,600 MISTAKE IN BUDGET by Brian Becker CANNON STAFF WRITER In a recent investigation, sparked by student confusion over student funded budgets, THE CANNON staff has found that there is no by-laws in regards to any of the student fund budget processes and uncovered evidence as to why these by-laws are badly needed. These budgets cover all JCC non-academic activities and the funds are directly collected from students in payment of their tuition bill each semester. The first problem discovered involved the omitting of the orientation fee, $27,600, from the new student resource fee. The student resource fee was a combination of all student activity fees, orientation fees, ID card fees, and money for Student Government Association (SGA), Social Cultural Committee (SCC), and Athletic Board of Control (ABC) budgets. The work group that was established to determine this fee was comprised of Norm Godin, Dean of Administration and Treasurer for JCC, Dean Phillips, Student Services Dean, Gretchen Starks-Martin, Academic Dean, and Mr. Doe, Chairman of the Science Division with input from Mrs. Blankman, Bursar, Rebecca Small-Kellogg, Director of Student Activities, and Mr. Williams, the Director of the Athletic Board of Control. Norm Godin stated, \The work group got together, I did the number crunching and the thirty thousand was buried!\ The work group determined that the student resource fee would be $48 for full-time students and $4 for each credit hour for part-time students. \They decided instead of doing \ . . . / will take responsibility for the thirty thousand, I have to\ stated Norm Godin. them separate because it takes so much room on the bill, to call it a student resource fee, so they changed the name and when they changed the name they did not include all the fees they needed to in that charge.\ stated Rebecca Small-Kellogg, \When I figured it out, I thought it should be like over $100, and they charged $48, so I don't know ...Norm (Godin) came up with the formula for that.\ The second problem discovered was that the treasurer for student funds in the Faculty Student Association (FSA) had the Student Government Association (SGA) accounts, including all clubs, and the Social Cultural Committee (SCC) working off of proposed budgets instead of their Board of Trustee approved budgets. This occurred due to lack of communications. One of the problems associated with this was that all clubs showed appropriations of $250 each, in their accounts, and in reality they only had appropriations of $200 each. Hank Dressel, President of SGA stated, when asked about the budget process, \I am still in the dark in a lot of areas, if you want accurate answers you should go see Becky (Rebecca Small- Kellogg).\ A quick glance in the SGA Handbook revealed that the budgets made by clubs and organizations are submitted to the Student Activities Office (SLO) for review by the budget and finance committee of SGA. SGA executive board then approves the budgets and they are sent to the full student senate/assembly TEMPERS FLARE OVER RADIO STATION by Gidget Rafus and Kelly Parker CANON STAFF WRITERS Thursday, September 17th, tempers erupted over the on going controversy between the campus radio station, ROCK JCC, and a group of students expressing their right to choose to watch television in the lounge. An unknown student taped a letter of complaint, signed by several students, to the radio station door with the words, 'FUCK U' written across it. This provoked a DJ to sign off his broadcast with a reference to 'anal retentive' members of the lounge. Katrina Cullen, SGA Senior Senator, circulated a petition against ROCK JCC among the students who frequent the lounge. The petition expressed displeasure with the concept of the radio station and was signed by approximately 160 students. Rebecca Small-Kellogg, Director of Student Activities made a decision to shut down the radio station and turn off the television until a compromise can be reached. On Monday, September 21st, a forum was held in the theatre of the McVean Student Center building to discuss the issues With no TV or Radio Station on, a group of students play cards in the McVean student lounge. surrounding the controversy. \ESPN all the way!,\ yelled one student as he entered the theatre, expressing his pro- television view. In August, JCC decided to expand it's horizons by formatting a campus radio station. Rebecca Small-Kellogg approached Lauri Elliott, a communications student and DJ for local radio station, WCIZ FM, with the idea of creating a broadcast system for JCC. Lauri was then hired to research and implement the project. The radio station was developed to benefit the communication students by giving them hands on experience and provide an information line for the entire student body. \Every single club, organization, every teacher and student has 100% access to the radio station ,\ commented Don Bowden, ROCK JCC DJ. \Since the first day of class, the radio station was too loud. There was a competition between the TV and the radio.,\ stated Julie Ellis, JCC student. The radio station is broadcast over the PA system, with currently no way to adjust volume between areas of the building. \During the meeting the staff of the radio station made comments about the speakers not working. Why didn't they fix all the trouble before they got on the air?\ said Scott McMahon, JCC student. \Technicians have been hired, it is in the works. It is just taking time,\stated Lauri Elliot, ROCK JCC Production Director. \If we had it all set up by the beginning of the year it would of COUNTINUED PAGE 9 meeting for full SGA approval. The budgets then go to the Campus Life Committee and are reviewed and approved and sent on to the Board of Trustees for their review and approval. This information was the only written procedure regarding the entire budget making process for SGA or SCC. The SGA constitution only mentions the standing budget and finance committee. When asked about who's responsibility it is to make sure that the proper fees are obtained, Norm Godin responded,\ Its a shared responsibility between the students and the student leaders, but I will take responsibility for the thirty thousand, I have to.\ \The Trustees have final approval on every fee from your tuition to the student fee, they have to make sure everything goes COUNTINUED PAGE 9 ADMINISTRATOR DEMOTED AFTER GIVING POLICE STUDENTS' NAMES ONEONTA, N.Y. - The chancellor of New York's state university system apologized to students, faculty and staff at the Slate University College at Oneonta after an administrator gave a list of the school's black male students to police investigating an off- campus assault. \I am saddened and disturbed over the action... that singled out African-American male students,\ said D. Bruce Johnstone, chancellor of the State University of New York. \This was a serious and regrettable action. I extend my deepest apologies to those students as well as to all other students, faculty, and citizens offended by this incident.\ Leif Hartmark was suspended without pay for a month and demoted from vice president of administration to director of finance and adminstration after he gave police a list of the school's 125 black male students on Sept. 4. A woman was assaulted off campus, and she told police she COUNTINUED PAGE 9
