Parking restrictions On July 12, the Northport Board of Trustees resolved to restrict hours of parking at the following. village: * Main Street north, from the intersection of Ocean Avenue to the foot of Main Street: no parking from 7 to 10 am Mondays, Wednesdays and Fridays. + Main Street south, from the intersection of Ocean Avenue to the foot of Main Street: no parking from 7 to 10 am Tuesdays and Thursdays. * Woodbine Avenue east, from the intersection with Main Street to the intersection with Fifth Avenue: no parking from 7 to 10 am Mondays, - Wednesdays - and Fridays. * Woodbine Avenue west, from the intersection of Ocean Avenue to the foot of Main Street: no parking from 7 to 10 am Tuesdays and Thursdays. SOBEL Rookic school board member Phil Fortuna attempted last week to have the Northport-East Northport Board of Education approve a motion to establish a citizen's budget advisory committee, only _- to have it defeated 6-2. New trustee Denise Summers Mumm \'This was a real setback for the com- munity,\ Fortuna said in a phone inter- view on Monday. \It wouldn't have cost the school district anything, and their rea- soning was a poor excuse.\ Fortuna said the reason behind his motion lies, in part, in the notion that the community is tired of paying for signifi- cant increases in the school district's expenditure plan each year. He said that a citizen's budget advisory committee could assist the school board in finding ways to cut some costs, and thus pass the budget more easily next year. ''The mission of the committee will be to assist the board of education in deter- mining a budget for the 2006-07 school year that will provide an excellent educa- tional program at the lowest possible cost,\ the motion read. According to the motion, the commit- tee would have consisted of an adminis- trator, board members, teachers from each school level, parents and communi- ty members. In January, the committee would have been charged with reporting to the school board with recommenda- tions to consider while preparing the bud- get. Subsequently, the committee would also deliver a report to the board during the meeting of the superintendent's pro- posed budget and would contain those recommendations that the superintendent Board President Arlene Munson said she opposed the recommendation to create a citizen's budget advisory committee because, according to district policy, the school board is responsible for crafting the district's spending plan. MASTROSIMONE When airplanes fly over congested arcas like Long Island, they must stay at least 1,000 feet above the tallest obstruc- tion within 2,000 feet of the aircraft, bar- ring takeoffs and landings, according to Federal Aviation Administration (FAA) regulations. Helicopters, however, can ignore that restriction \if operation is conducted with- out hazards to persons or property on the ground,\ FAA spokesman Jim Peters said Monday, quoting from part 91, section 119 of the regulations. Senator Chuck Schumer (D-New York) wants that to change. Responding to the complaints of residents who say the noise of low-flying helicopters harms their qual- ity of life, Schumer last week called on the FAA to establish helicopter flight com- dors that would keep the aircraft away from homes, preferably over the water. The senator called on the FAA to speed up its redesign of airspace in the New York region, a project pending since 1998, to include consideration of helicopter noise in the plan and to establish a \stnct\ net- work of helicopter lanes to keep them away from homes. \The bottom line is we could have been well on our way to fixing helicopter noise over Long Island if the FAA wasn't drag- ging its feet,\ Schumer said.
