War made the United States a world power and marked the' beginning of modern diplomacy, says a local professor. Ken Blume sees similar pat- terns between that l^-Century war and our 21 8l -Century war with Iraq. \We didn't have any ambassa- dors at all until the 1890's* said Blume. An Altamont resident, Blume is a professor of history and chairs the Department of Hu- manities and Social Sciences at the Albany College of Pharmacy where he has taught for 17 years. Scrawcrow Press, Bow- man & Littlefield Publishing Group, Inc., recently published (Continued on Page 22) Job swap V'ville mayor, trustee to switch By Michelle O'Riley VOORHEESVILLE — The mayor and a trustee will swap jobs after the village's uncontested March 21 election. Mayor John Stevens is stepping down, and Trustee Robert Conway is stepping up. Long-time judge Kenneth Connolly and long-time trustee Richard Berger are both seeking re-election. The past two village elections have been uncontested. \Taxpayers are happy with the way things are running,\ said the mayor. Fewer than 100 resi- dents have voted in recent vil- lage contests. During his time as mayor, Stevens said, he always tried to put the community first and was available 24/7, often telling resi- dents to pick up the phone and contact him directly so issues could be resolved right away. Stevens said he's leaving the mayoral post because he and his wife are looking for a little more time to travel; they want to spend more time with their chil- dren and grandchildren who live in New Hampshire and Virginia. Before making the filial deci- sion, Stevens ^asked if anyone else on the board would like to run for mayor and Trustee Conway said he would. Stevens has no problem switching hats with Conway. \We have an excellent board. At village meeting Police chief's tactics questioned By Matt Cook ALTAMONT — Terri, Gockley used to support the Altamont Police Department and its new commissioner, ^ithonySalernp , \In the past year,\ she told the village board at its meeting Tuesday night, \IVe had to change my opinion of that.\ Gockley, a single mother of two and a teacher at Guilderland High School, claims Salerno is responsible for \excessive and bullying treatment\ of her and her son. Her 18-year-old son, Christo- pher, was arrested last month after, police say, he hosted a party in which 60 underage peo- ple were served alcohol. {Salerno denies any misconduct. It began several months ago, Gockley said, when Salerno fol- lowed her son, as he pulled out of a friend's driveway and into his own nearby. Salerno asked (Continued on Page, 28) $3M increase proposed for GCSD By Melissa Hale-Spencer GUILDERLAND — The school, superintendent has pro- posed a $7Q million district budget for next year — an in- crease of about $3 million or 4.51 percent over this year. He estimates Guilderland resi- dents would pay 5.66 percent more in taxes — or $19.39 per $1,000 of assessed value. \I'd much rather see it lower,\ said Superintendent Gregory Aidala, but the hike is needed, he said, \to maintain the program and goals.\ Aidala presented his spending plan last Thursday to volunteers on a citizens' committee who will review the proposal in a half- dozen televised sessions over the co.urse of the month. The school board is slated to adopt the budget on April 11 and voters will have their say on May 16. \We hope our revenues go up and we can control costs and live happily ever after,\ said Aidala. \Easier said than done.\ The plan calls for some admin- istrative cuts (see related story) and for cutting 25 or more teach- ing assistants for a total of 150 hours. \Children are our commu- nity's future,\ Aidala said as he (Continued on Page 18) Objection Residents opposed to restaurant plan By Jarrett Carroll GUILDERLAND — More than a dozen residents — some of them angry — of what they de- scribe as a quite neighborhood off of Route 20, objected to plans for a restaurant in their midst. The zoning board heard their concerns last Wednesday about plans to convert 2026 Western Ave., site of the old Phoebe's Florist, to an Italian restaurant. \I'm totally against this...Would you want an extra 100 people.running around out- side your house?\ asked one resident from Sumter Avenue during the public meeting. • Connie Ware, a Guilderland resident, is asking the zoning board for a regulation variance and a special-use permit, in or- der to build a 500-square-foot addition, so she can convert the flower shop into an Italian res- taurant.
